Taiyuan, capital of North China's Shanxi province, recently issued an action plan to accelerate the construction of a national regional center city. 

The plan further clarifies the goals, main tasks, and key measures for Taiyuan to attain this status. 

According to the plan, Taiyuan aims to make progress in the high-quality development of the central Shanxi urban cluster to increase its influence by 2025. 

By 2027, the city aims to create over 1 trillion yuan ($140.17 billion) in gross domestic product and form the integrated development pattern of the central Shanxi urban cluster. 

By 2035, it will lead the province in achieving comprehensive transformation and become a nationally significant regional center city with international influence. 

The plan focuses on building Taiyuan as an important hub for advanced manufacturing by expanding and strengthening dominant industries, promoting the transformation and upgrading of traditional industries, advancing the integration of digital technology and related industries, and boosting characteristic professional towns.

The plan emphasizes the development of Taiyuan as a pioneer in the energy technology revolution by creating high-level scientific and technological innovation platforms, enhancing the status of enterprises in scientific and technological innovation, promoting the transformation of scientific and technological achievements, and cultivating an excellent talent development system. 

Furthermore, the plan highlights the construction of Taiyuan as a significant cultural tourist destination. Efforts will be made to strengthen the protection, utilization, and inheritance of cultural relics, enhance the city's cultural influence, and promote the integrated development of culture and tourism.

In addition, the plan focuses on establishing Taiyuan as a highly open inland hub. This includes accelerating the construction of comprehensive transportation infrastructure, creating high-level platforms for opening-up, speeding up the development of a national logistics hub, and expanding foreign investment and foreign trade.

As for the goal of becoming a regional hub for modern service industries, Taiyuan plans to boost its headquarters and office building economies and create regional consumption, convention and financial centers.

Taiyuan will continue to improve its ecological environment and living services to make it the best place in terms of people's well-being in the province. 

Regarding the promotion of rural vitalization, Taiyuan will promote the development of agriculture, build livable and prosperous rural areas, and increase rural residents' income.
