Taiyuan, capital of North China's Shanxi province, recently announced its ecological construction and environmental protection plan during the 14th Five-Year Plan period (2021-25). 

According to the plan, in line with the goals of energy conservation and emission reduction, peak carbon emissions and carbon neutrality, new, renovated and expanded projects with high energy consumption and high pollution will be prohibited within the six urban areas of Taiyuan. 

Qingxu county, Yangqu county and Gujiao county-level city will strictly restrict projects with high energy consumption and high carbon emissions and pollution. 

The city will upgrade traditional industries such as coking, iron and steel, and cement, as well as improve the quality and decrease carbon emissions of heavy polluting processes in industrial enterprises. 

It will also formulate special plans to reach peak carbon emissions, focusing on energy, industry, transportation, urban and rural construction, steel, non-ferrous metals, building materials, and petrochemical sectors, accelerate the development of the carbon emission trading system and capacity, and encourage enterprises in key industries and industrial parks to make efforts to achieve peak carbon emissions.

In addition, Taiyuan will establish the economic development model that coordinates the development of the regional economy with cultural and tourism characteristics and key ecological functional areas. 

Specifically, in 2023, Xinghualing district will apply for the title of provincial demonstration zone of ecological civilization construction, while Loufan county will apply for the title of national demonstration zone of ecological civilization construction.
