Taiyuan, capital of North China's Shanxi province, has taken measures to optimize the local business environment. 

All 3,373 administrative affairs at the municipal level in nine categories can now be handled online. The number of items, links, and declaration materials for examination and approval was respectively reduced by 56, 423, and nearly 2,000, reducing examination and approval time by 65 percent. 

It is now possible to establish a new enterprise in the city within 3.6 hours, and online agent services are available through the entire enterprise registration process. 

The city has sold more than 66 hectares of sample plots to ensure that the introduced projects can start construction immediately and has built standard workshops covering 61,400 square meters for enterprises. 

Taiyuan has established mediation organizations or dispatch commercial mediators in 105 chambers of commerce and sent commercial mediators to 100 township and sub-district public legal service stations. 

The province's first commercial dispute resolution center was also built in the city. Last year, the center accepted 566 mediation cases, with 90.28 percent of cases closed through mediation. 

Through a variety of efforts, in 2022, 169,300 new market entities were established in Taiyuan, representing a year-on-year growth of 38.49 percent and bringing the total number of market players to 719,200.
