Taiyuan, capital of North China's Shanxi province, aims to develop into a national comprehensive financial service base by 2025, according to the city's development plan for the finance industry in the 14th Five-Year Plan period (2021-25) issued on Jan 12. 

The plan proposes a series of measures focusing on a financial headquarters center, a financial business center, and the financial agglomeration efficiency. 

Taiyuan will introduce more national and regional financial institutions and various foreign financial institutions to set up regional headquarters in the city. 

The corporate headquarters of financial institutions and provincial management institutions in Taiyuan will be encouraged to strengthen financial management, operation, services and coordination, and the city will give full play to the influence of financial headquarters, relying on the superior resources it has to offer. 

Taiyuan will accelerate the establishment and improvement of its comprehensive financial services platform, further expand financial transactions, promote efficient and standardized transactions in intellectual properties, carbon emission rights, and rural property rights, and enhance Taiyuan's financial influence in surrounding provinces and cities. 

The city also plans to advance the construction of local financial industry clusters such as Yingze Financial Street, Cinda International Financial Center, and Jinyang Financial Town, as well as introduce domestic and foreign financial enterprises to Taiyuan-Xinzhou Integrated Economic Zone and Shanxi Transformation and Comprehensive Reform Demonstration Zone so as to better satisfy the diverse financial needs of enterprises at different stages of development.
