North China's Shanxi province will develop the Taiyuan metropolitan region into an international modern service and consumption center. 

According to local authority's 14th Five-Year Plan (2021-25), Shanxi will strengthen the leading role of the Taiyuan metropolitan region in the province's service sector. 

The province will develop a headquarters economy and platform economy, promote the development of high-end service industries including consulting services, exhibition services, and information services, and build modern high-end service industry carriers in the region. 

It will also build a national comprehensive transportation hub in the provincial capital of Taiyuan, accelerate the growth of a modern service industry system that is compatible with advanced manufacturing, and enhance Taiyuan's ability to participate in global and national resource allocation, as well as its comprehensive service capabilities. 

In the meantime, the cities of Datong, Linfen, and Changzhi will serve as sub-centers under the influence of the Taiyuan metropolitan region, and based on these, Shanxi will advance the development of the service sector in county-level cities by undertaking service industrial projects from the Taiyuan metropolitan region and three sub-centers.

The Taiyuan metropolitan region consists of the downtown area of Taiyuan, Jinyuan and Xiaodian districts of Taiyuan, Yuci and Taigu districts of Jinzhong, Shanxi Transformation and Comprehensive Reform Demonstration Zone, and the counties of Qingxu and Yangqu.
