Shanxi unveils IP plan to boost private sector
Updated: 2025-12-19
Shanxi province has recently launched the "Implementation Plan for Promoting Private Economic Development through Intellectual Property". This initiative aims to invigorate the private sector by enhancing the environment for intellectual property (IP) creation, protection, utilization, services, and talent development.
The plan focuses on stimulating IP creation by aligning policy support with the specific needs of private enterprises. It encourages companies to use provincial fast-track channels for patent reviews and prioritizes those seeking to establish high-value patent cultivation centers and national IP operation centers. Financial incentives are offered to these enterprises, motivating and supporting their innovation and growth.
Addressing the critical issue of IP protection, the plan outlines a collaborative mechanism among departments to streamline rights protection, crack down on infringements, and ensure violators face consequences. It also includes overseas IP risk alerts and dispute resolution services, strengthening protection for companies expanding internationally.
The plan also emphasizes service enhancement and talent development. It aims to simplify IP-related procedures through a "one-stop" service mode, reducing bureaucratic hurdles for businesses. Additionally, it leverages remote education platforms and management training to cultivate IP specialists, thereby supporting the high-quality development of private enterprises.
