During the 14th Five-Year Plan period (2021-25), Shanxi province's housing and urban development sector achieved significant milestones in stabilizing the real estate market, enhancing urban functions, transforming the construction industry, and reinforcing safety measures, providing robust support for the province's socio-economic growth.
Shanxi has perfected a dual system of "guarantee + market", resulting in the sale of 110 million square meters of new commercial housing and the delivery of approximately 300,000 housing units. Around 160,000 units of affordable housing and resettlement housing for urban villages have also been constructed, benefiting over 400,000 residents.
Over the past five years, the province has initiated renovations to 9,443 old residential communities, benefiting 1.2 million households. The urban green space rate has reached 40.28 percent, with Taiyuan and Jinzhong selected as national pilot cities for comprehensive community construction. Changzhi and Jincheng have also been named national model cities for sponge city construction.
Shanxi has completed 52.39 kilometers of urban rail transit, constructed or renovated 4,767 km of urban roads, and upgraded 18,000 km of municipal pipelines, with significant improvements in centralized sewage collection and waste incineration capacities. Digital urban management platforms have been established in 93 counties and districts, enhancing the efficiency of urban governance.
Gas infrastructure has also been upgraded for 6.8 million households, with ongoing efforts to ensure the safety of urban infrastructure. The province has completed 29,200 rural housing renovations and addressed safety issues in 113,000 self-built houses, providing a solid foundation for protecting residents' lives and property.
