Shanxi province's Department of Industry and Information Technology has issued guidelines to establish provincial-level small and micro enterprise innovation and entrepreneurship bases, aiming to enhance the capacity for nurturing market entities within the bases.

Applicants must be recognized by the municipal departments in charge of small and micro enterprises as municipal-level innovation and entrepreneurship bases. Industrial park-based bases must have at least 10 resident enterprises, while other types, such as park-based, building-based, and logistics-based bases, need a minimum of 25 resident companies. University-based bases must have at least 30 resident enterprises or entrepreneurial teams. Leading enterprise-driven bases must have a minimum of 30 resident businesses, including those directly supported by the leading enterprises or the maker teams consisting of internal staff members.

Each innovation and entrepreneurship base must be divided into three zones and possess three functions. They must also achieve three objectives: The three zones must include incubation, growth, and public service areas to support enterprises throughout their lifecycle; the bases should feature affordable spaces, shared facilities, and public services; and the bases must be designated to foster growth, speed up development, and ensure long-term sustainability of those enterprises, ultimately increasing the success rate of entrepreneurship.
