Shanxi province recently issued the "Shanxi Province 2025 Action Plan for Enhancing the Quality and Efficiency of the Service Sector". This plan aims to create a high-quality and efficient new service system, injecting new momentum into the province's economic transformation.

Shanxi will strengthen the construction of national logistics hubs, enhancing their efficiency in Taiyuan, Datong, and Linfen. The province will implement the Shanxi-Shandong Backbone Circulation Corridor Project and develop a green hydrogen energy line to establish 20 key provincial logistics bases in 2025.

The province will promote the trade-in of consumer goods, enhance consumption service quality, and cultivate the "Shanxi Cuisine" brand. The cultural and tourism industry will aim to fully cover A-grade scenic areas at the county level and develop new business models like low-altitude tourism and smart scenic spots.

Shanxi also plans to bid for international top-tier events and develop outdoor economies such as ice and snow sports and low-altitude activities. The home service industry will push for digital upgrades and support transitioning to an employee-based model.

The province will enhance digital empowerment in the service sector by upgrading computing infrastructure and creating benchmarks for computing applications in coal, power, and other industries. It will also apply for a free trade pilot zone and expand business models such as the "China-Europe freight train + cross-border e-commerce" to enhance the service sector's opening-up.
