North China's Shanxi province recently released the "2025 Action Plan for Advancing the Upgrade of Key Industrial Chains" to enhance the chain-chief system and promote the integration of industrial clusters and chains.

The plan sets clear development goals: by the end of 2025, the revenue of provincial industrial chains is expected to exceed 800 billion yuan ($110.14 billion), with over 45 chain-chief enterprises, more than 120 core enterprises, and over 800 chain enterprises. Integrating industrial clusters and chains will progress, further fostering efficient collaboration among upstream and downstream enterprises.

The plan outlines key tasks such as enhancing systematic planning support, establishing a regular promotion mechanism, improving evaluation and incentive mechanisms, exploring innovative models, and strengthening critical technological support.

Policy introduction, product promotion, and business matchmaking will be conducted to align supply and demand in technology development, project interaction, product matching, procurement orders, talent sharing, and supply chain finance among upstream and downstream enterprises.

Provincial science and technology authorities will collaborate with relevant departments to support industrial chain enterprises in building key laboratories, technology innovation centers, and new R&D institutions. Chain-chief enterprises will be encouraged to form innovation consortia with universities and research institutes to tackle key technological issues within the industrial chain.
