Fan Yinlian, a deputy to the National People's Congress from North China's Shanxi province and quality control officer at Shanxi Gaotao Ceramics Co, has been focusing on the cultivation of industrial workers since being elected as an NPC deputy, actively fulfilling her duties and offering suggestions.

During the previous Two Sessions, Fan proposed multiple measures to increase workers' skills, including improving vocational education and training, increasing rewards and subsidies for skills training, enhancing labor and skills competitions, and improving incentives for skilled talents. Her proposals received timely responses from relevant departments.

Today, Fan is pleased to see that the measures aimed at enhancing the skills of industrial workers are yielding fruitful results. Shanxi has established 38 specialized industry colleges at the provincial level, created 3,700 model worker (employee) innovation studio clusters, and held 5,627 labor and skills competitions in 2024, with over 1.07 million workers participating.

On Feb 19, Fan arrived early at the company's workshop to inquire about the work situation with technical workers and team leaders. "What are your needs in terms of skill enhancement? How can we further improve the incentive and evaluation system?" She listened attentively, recording key information in her notebook.

With the 2025 Two Sessions approaching, Fan is refining specific suggestions based on her recent research. "As an NPC deputy, it's important to give industrial workers a voice," said Fan.
