North China's Shanxi province recently issued the "Action Plan for Accelerating the Comprehensive Green Transformation of Economic and Social Development in Shanxi Province", which aims to deepen all-around transformation and accelerate green and low-carbon development.

The plan states that by 2030, key areas such as energy, industry, transportation, and urban-rural construction will progress in green transformation. The proportion of non-fossil energy in total consumption will reach 18 percent, and green production and lifestyles will essentially take shape.

The plan requires tailoring green and clean coal mining methods to local conditions and advancing the intelligent transformation of coal mines. By the end of 2028, 90 percent of large-scale and 80 percent of medium-sized mines will meet green mining standards.

The layout of centralized wind power and photovoltaic projects will be enhanced, accelerating the construction of large bases in northern Shanxi's coal mining subsidence areas. By 2030, the province's wind power and photovoltaic installed capacity will reach around 120 million kilowatts.

The green transformation of industries such as steel, building materials, coking, chemicals, and non-ferrous metals will be promoted by curbing the development of high-energy-consuming, high-emission, and low-level projects.

The restructuring and construction of several provincial key laboratories, technology innovation centers, new research and development institutions, and other innovative platforms will be advanced. Basic research in green and low-carbon applications will also be strengthened to stimulate forward-looking, strategic frontier technological innovations.
