Shanxi to launch civil affairs reforms

In 2025, North China's Shanxi province will introduce a series of reform measures to strengthen social welfare and enhance its residents' well-being.
Shanxi will enhance its elderly care system and optimize its services by establishing a multi-tiered and diversified service network to ensure the elderly can access high-quality and convenient care.
Specifically, the province plans to construct and renovate 50 community elderly care projects, 50 regional elderly care service centers, and 100 standardized community canteens to meet the elderly's living needs. Additionally, Shanxi will bolster personnel training and elevate the quality and standards of care services.
In addition, the province will implement a dynamic mechanism for adjusting and determining the standards for livelihood support and assistance subsidies for urban and rural subsistence allowances, extreme poverty relief, orphans, and disabled individuals. Shanxi will ensure the smooth operation of the social assistance hotline to ensure that individuals can seek help and receive assistance promptly.
Shanxi will also strengthen the supervision of charitable activities and promote the standardized operation and transparency of charitable organizations. Publicity campaigns will guide societal sectors to participate in public welfare and charitable activities through donations, volunteer services, and other means.
