North China's Shanxi province has released the "Implementation Opinions on Conducting Zero-Carbon Village Pilots to Facilitate Rural Vitalization", aiming to advance the construction of a new rural energy system, increase rural residents' incomes, and promote the low-carbon transition and high-quality development in rural areas.

According to the document, Shanxi will establish a diverse supply system for rural renewable energy, accelerate the development of wind and photovoltaic power, and prioritize the construction of centralized wind and solar power bases in resource-rich areas. Additionally, it will use rural spaces to develop distributed renewable energy according to local conditions.

The province will strive to create green and low-carbon production and living styles in rural areas. This includes advancing the electrification of production, agricultural planting, breeding, processing, cooking, and other daily energy uses.

Shanxi will also cultivate new green and low-carbon models and industries in rural areas. It will support the development of distributed renewable energy projects in qualified industrial parks, modern agricultural parks, and product processing bases to promote direct green power supply.

The province will improve rural areas' low-carbon energy service system by streamlining the approval process for rural renewable energy projects, prioritizing pilot projects for rural revitalization, optimizing procedures, and shortening the project approval cycle.
