North China's Shanxi province recently implemented 20 measures to support the high-quality development of provincial-level comprehensive reform demonstration zones. These measures aim to position the zones as pioneers in fostering new quality productive forces across the province.

The demonstration zones are encouraged to expand emerging key sectors such as new energy, new materials, modern coal chemical, high-end equipment manufacturing, general aviation, and low-altitude economy. They are also urged to target future energy, materials, and manufacturing with a forward-looking layout for future industries while deepening digital transformation to cultivate and strengthen sectors such as artificial intelligence, big data, cloud computing, and key software.

The demonstration zones are supported to accelerate the aggregation of innovation resources, elevate technological innovation, and establish regional beacons of technological innovation. Subsidies are also provided for enterprises to create high-value patents and for businesses that conform to the provincial patent commercialization plan based on relevant policies.

To advance "standard land" reform, the demonstration zones are supported in allocating new industrial land exclusively as "standard land" and expanding it to productive service projects. For modern service industries meeting policy requirements and new industries such as "internet+" and big data, the determination of project land base costs can be aligned with industrial land prices.

A special fund for revitalizing and upgrading the manufacturing industry has been established to guide investments towards industrial transformation, technological innovation, advanced manufacturing, green development, and the digital economy. The fund will support technological advancements and industrial upgrades for enterprises.
