Shanxi unveils new measures to drive technology transformation

North China's Shanxi province recently introduced new measures mandating four universities – Shanxi University, Taiyuan University of Technology, North University of China, and Taiyuan University of Science and Technology – to advance the implementation of the "Three Reform" policies for teams or companies at Shanxi Innovation Valley.

The "Three Reform" policies encompass separate management of post-tied scientific achievements, evaluation of technical transfer talent and title assessment, and investment of surplus funds from horizontal research projects in technology transformation. By enforcing these reforms at the Shanxi Innovation Valley, the aim is to transform the advantages of scientific and educational resources into new quality productive forces.

"The commercialization of post-tied scientific achievements of pilot university teachers at the Shanxi Innovation Valley will no longer be included in the State-owned asset management system," stated Yang Xianfeng, director of the achievements office of Shanxi Provincial Science and Technology Department. This reform encourages pilot universities to select high-quality scientific achievements for landing and transformation at Shanxi Innovation Valley.

The "Three Reform" policies require establishing a specialized talent evaluation system for university teachers' professional titles. This system should align with the characteristics of technology transfer and transformation work by evaluating talents based on capability, performance, and contributions.

The "Three Reform" policies also permit pilot universities to use surplus horizontal funds for technology transformation. Researchers who do so can agree with the university on a certain distribution ratio, with researchers accounting for at least 90 percent.

As pilot universities actively advance the implementation of the "Three Reform" policies, researchers' vitality in transforming research achievements is being unleashed. Shanxi Innovation Valley in Taiyuan has already signed agreements with 133 innovative teams, including 56 from the four pilot universities.
