North China's Shanxi province is set to build high-standard coal supply security bases to enhance clean and efficient coal utilization.

By 2030, the province aims to boost green and intelligent coal development capabilities, reduce production energy consumption, optimize storage and transportation structures, enhance coal quality, and elevate coal efficiency and cleanliness across key sectors.

Efforts will focus on optimizing mining area planning, strategically mapping out coal production capacities, and bolstering overall management. The initiative aims to promote the coordinated development of resources, ecology, and economy in mining areas, with plans to establish five major coal supply security bases across Shanxi, Inner Mongolia autonomous region, and Xinjiang Uygur autonomous region.

New coal mines will adhere to intelligent design and construction standards, prioritizing the smart transformation of large and high-risk coal mines. Mining systems will be upgraded to meet intelligent mining requirements where feasible.

Shanxi will develop a clean and efficient storage and transportation system, enhance coal railway networks, and increase access for large and medium-sized coal enterprises to dedicated railway lines. Meanwhile, efforts will be made to expedite upgrades to existing railway coal transport capacities, optimize railway hub layouts, and maximize the capacity of heavy-load coal transport railway corridors.

The province will also refine coal port layouts, strategically plan reserves, establish production capacity reserves in main coal-producing regions, and construct storage bases in major consumption areas and transport hubs.
