A proposal for the standard of L.391 "Monitoring System for Outdoor Facilities" submitted by State Grid Shanxi Electric Power Company was successfully passed at the recent International Standard Meeting of Study Group 15 (SG15) of the International Telecommunication Union Telecommunication Standardization Sector (ITU-T) in Montreal, Canada.

It was approved after multiple rounds of questioning from international judges from countries such as Japan, the United States and India. This marks the company's first approval of an ITU-T international standard, signifying international recognition of its research achievements and practical experience in outdoor facility monitoring.

In recent years, leveraging emerging technologies to efficiently support natural disaster warnings has become a new trend, but there is a lack of unified international standards for related technologies. Drawing on years of experience in power natural disaster warnings and distributed fiber optics, State Grid Shanxi Electric Power Company proposed the international standard for the "Monitoring System for Outdoor Facilities".

The proposal is based on advanced distributed fiber optic sensing technology, utilizing fiber optics as sensors to monitor the status of power equipment and environmental changes, such as vibration and temperature monitoring. Research on monitoring system configuration architecture is also conducted to adapt to distributed fiber optic sensing technology, enhancing real-time monitoring and data transmission capabilities and thus enabling the company to promptly respond to anomalies.

International experts fully recognized and supported the content of the L.391 standard proposal, unanimously agreeing that the proposal closely aligns with the practical realities of various countries, possesses strong guiding significance, and can provide robust support and standardization for the development of related fields.
