Shanxi strives to develop first-class business environment

In recent years, North China's Shanxi province has prioritized optimizing its business environment by continuously advancing the "commitment system + standard land + all-inclusive agency" reform. This strengthens project implementation guarantees, shortens approval periods, and reduces corporate costs, thus creating a more business-friendly environment across the province.
In July 2017, Shanxi took the lead nationwide in piloting the "commitment system" reform for corporate investment projects, dismantling traditional project approval processes and reforming the workflow from pre-approval construction to post-construction inspection. Over the years, this reform has significantly enhanced the quality of enterprise project approval management in development zones.
January 2020 marked the beginning of the "standard land" reform in Shanxi. By 2023, all industrial lands in the province's industrial development zones had been transferred as "standard lands", which were subject to seven assessments, including suppressed minerals, water resources, soil and water conservation, flood impact, and archaeology. Enterprises in the zones can use these assessment results for free.
Meanwhile, the development zones have expanded the coverage of the "all-inclusive agency" service and improved service methods by establishing green channels to increase "all-inclusive agency" project completion rates and optimizing project approval services to facilitate faster completion of processes.
In 2024, Shanxi has signed agreements for 392 projects, commenced 393 projects, and put 330 projects into production. Development zones across the province have continued to stir up a wave of investment attraction and project construction, helping enhance the province's economic development momentum.
