Wind power to inject new energy into rural vitalization in Shanxi
Updated: 2024-07-03
North China's Shanxi province issued "Shanxi Province's Overall Plan for Facilitating Rural Vitalization Project Through Wind Power" on May 31, aiming to build a series of rural wind power projects in counties with a relatively low per capita disposable income among rural residents.
The plan outlines a target of 2-million-kilowatt wind power generation for rural vitalization projects across the province, with construction expected to be completed by the end of 2026.
To achieve this goal, the plan proposes that grid companies should prioritize the grid-connection investment plan for rural vitalization wind power projects. They should actively carry out intelligent transformation and upgrading of rural power grids and construct supporting power grids, ensuring that they are put into operation simultaneously with the rural vitalization wind power projects.
At the same time, the plan encourages the sharing of revenues generated by rural vitalization wind power projects using a system in which people can become shareholders with land use rights, so as to explore new models of rural energy cooperation. Financial service institutions are encouraged to create new financing and investment methods and provide preferential support in terms of financing, loans, and interest rates to meet the financing needs of the projects.
The plan prioritizes creating a fair and open environment to encourage private enterprises and capital to participate in the wind power projects, facilitating rural vitalization across the province.
