North China's Shanxi province recently issued the "Implementation Plan for Deepening the Reform of Collective Forest Property Rights System in Shanxi Province", proposing the formation of a collective forest property rights system that can ensure unified responsibilities and rights, strict protection, orderly circulation, and effective supervision by 2025, with the forest coverage rate in the province reaching 22.6 percent.

Focusing on scientific forest management and effective forest quality improvement, the implementation plan details reform measures for scientifically identifying the scope of non-commercial forests and natural forests, improving the regulatory system for forest management plans, and implementing precise forest quality improvement projects.

The implementation plan has also refined reform measures to promote the reduction of forest logging certificates for the convenience of the people, clarify conditions for the renewal of artificial non-commercial forests, and strengthen the supervision and management of logging.

Meanwhile, the implementation plan refines reform measures to vigorously develop characteristic industries and improve supporting measures, revolving around strengthening policy and funding support and increasing the quality and efficiency of the forestry industry.

In order to strengthen forest property rights financing mechanisms and take full advantage of financial support, the implementation plan has detailed reform measures for strengthening financial support, accelerating the improvement of forest property rights collection and storage guarantee mechanisms, and improving the forestry insurance system.
