The innovative measures for sponge city construction proposed by North China's Shanxi province were recently recognized as an "advanced experience that can be replicated and promoted" by the Ministry of Housing and Urban-Rural Development.

Specifically, the Shanxi government has established a top-level guarantee system for sponge city construction, clarifying the work requirements, main tasks, and guarantee measures for sponge city construction.

At the city-level, Taiyuan has formulated local regulations such as the Sponge City Construction Management Regulations, incorporating sponge city construction management work into national economic and social development plans and increasing penalties for illegal and irregular behaviors in sponge city construction management work.

Changzhi has established a sponge city construction management department, with specific personnel responsible for formulating relevant plans and policies for sponge city construction as well as organizing assessments and evaluations of sponge city construction.

Jincheng has established a sponge city construction service center to provide management services for sponge city construction projects, including project approval, planning and control, design review, project construction, completion acceptance, and operation and maintenance.

Meanwhile, Shanxi has established a continuous government investment mechanism to carry out province-wide construction of provincial-level systematic demonstration sponge cities by providing provincial-level financial support.
