North China's Shanxi province was recognized as one of the five provinces that had made remarkable improvements in business environment optimization in 2023, according to a report by the All-China Federation of Industry and Commerce at the end of 2023. 

The province has achieved substantial results in improving its administrative efficiency and optimizing its business environment last year. 

In 2023, Shanxi took solid steps to accelerate the creation of a market-oriented, rule-of-law-based, and internationalized business environment. A series of policies and measures were introduced to promote the development of the private economy, incentivize private investment, boost individual businesses, and revive and expand consumption. 

At the same time, the province accelerated the construction of its unified provincial government cloud service system. The province's electronic government services have achieved full coverage across the provincial, municipal, county, and township levels, enabling online processing for 3,069 administrative service matters. It also facilitated the inter-provincial processing for 209 high-frequency administrative matters. 

This year, Shanxi will continue to optimize its rule-of-law-based business environment, and enhance the efficiency of its administrative services. Specifically, it will improve the mechanism for entrepreneur participation in the formulation of policies related to enterprises, and abolish regulations and systems that affect fair competition. 

Furthermore, it will also promote cross-departmental comprehensive supervision, standardize enterprise-related regulatory enforcement, and safeguard the legitimate rights and interests of private enterprises, so as to provide promising prospects for enterprise development.
