North China's Shanxi province has made significant progress in employment, education, elderly care, healthcare, and social security this year to improve people's lives. 

From January to November, the province's expenditure on improving people's livelihood reached 421.17 billion yuan ($59.45 billion), accounting for 78.5 percent of the total general public budget expenditure. This also represents an increase of 11.3 percent year-on-year.

Local government departments have jointly implemented 25 measures to stabilize employment. And 156 key private enterprises have provided 3,133 job positions to university graduates, with over 1,600 employment intentions reached.

The province has focused on enhancing the core competitiveness of universities through different projects. 

Various regions in the province have also promoted the development of community-based home care services. The province has also developed new application scenarios for smart elderly care, including free installation of intelligent elderly care equipment in the homes of elderly residents as well as various services such as health assessment, guidance, and nursing for the elderly.

Shanxi has implemented a convenient medical service called "one medical appointment for three days," which aims to streamline the outpatient process for patients. From registration, consultation, laboratory tests to medication, patients generally only need to register once in three days, improving their experience of seeking medical treatment.

As of November, 47 grade three hospitals in Shanxi have dispatched 1,214 assistance experts to 124 county-level medical institutions, providing medical services in 38,500 cases and further improving primary medical services.

In addition, Shanxi has expanded the scope of direct settlement for medical treatment in different regions, effectively solving the problem of out-of-pocket expenses for insured individuals seeking medical treatment outside their registered area.
