The Information Office of the Shanxi Provincial Government held a press conference on July 29 to interpret its new version of the action plan for the innovation and improvement of the business environment in North China's Shanxi province. 

The plan proposes 30 specific tasks and 119 reform items focusing on central Shanxi urban agglomeration, the Taiyuan-Xinzhou Integrated Economic Zone, the Shanxi Transformation and Comprehensive Reform Demonstration Zone, and three town circles in northern, southern and southeastern Shanxi. 

According to the plan, Shanxi will remove unreasonable restrictions that hinder fair competition, strengthen the protection of the legitimate rights and interests of market entities, establish a legal protection community for the business environment, carry out pilot legal counsel services for market entities, and strengthen foreign-related commercial legal services via legal environment optimization. 

In addition, smart approval services and the streamlining of business registration and cancellation will be promoted across the province.

In addition, the province will establish a market-oriented innovative factor allocation system and a pre-project service mechanism, and carry out the reform of simple and low-risk projects.
