North China's Shanxi province recently formulated a circular to accelerate the establishment and improvement of its green, low-carbon and circular economic development system.

Shanxi plans to boost new energy and clean energy by promoting photovoltaic, wind power, hydrogen energy and geothermal projects. By the end of 2025, its goal is to have its installed capacity of new energy and clean energy account for 50 percent of the total, and to have the proportion of power generation from new energy and clean energy increase to 30 percent.

The province will focus on developing clean cogeneration to provide central heating in counties, as well as on developing biomass central heating in rural areas with biomass resources.

The reserves and production of unconventional natural gas will be increased as well, and the construction and interconnection of natural gas infrastructure will be accelerated.

In addition, the province will encourage local State-owned enterprises to purchase raw materials, products and services with both market benefits and ecological value, and will encourage enterprises and residents to purchase green products with rewards and bonuses.

The province will also promote the classification, reduction and resource utilization of domestic waste, and increase the recycling rate of urban domestic waste to 35 percent by the end of 2025.

Furthermore, priority will be given to the development of public transportation. The cities of Taiyuan and Datong will take measures to create green transportation cities, with their urban green travel ratios reaching 70 percent.
