Shanxi, Beijing make strategic partnership commitments

A delegation of Shanxi provincial authorities reached a comprehensive strategic partnership agreement with Beijing during its investigation tour of the capital on April 13 and 14. 

The tour's participants explored ways to actively integrate Shanxi into the coordinated development of the Beijing-Tianjin-Hebei region. They also sought new cooperation opportunities and breakthroughs for the transformation and development of the province. 

The delegation members visited the Display Center of Zhongguancun National Demonstration Zone and the Beijing Exhibition Hall of Urban Sub-center Planning, learning about Zhongguancun's history, innovation and development results and the area's latest technological achievements. They also learned about Beijing's urban planning and construction progress.

At the Beijing-Shanxi Cooperation and Exchange Symposium on April 13, Lin Wu, governor of Shanxi, and Chen Jining, mayor of Beijing, signed a comprehensive strategic cooperation framework agreement on behalf of the two sides' governments.

Lou Yangsheng, Party chief of Shanxi province, expressed gratitude to Beijing for its strong, long-term support of Shanxi. He put forward suggestions on the two sides' coordinated development covering three aspects: industrial transfer, technological achievement commercialization, culture and tourism industrial development. 

Shanxi will provide sufficient land and a good business environment for Beijing enterprises and institutions to invest and start businesses in Shanxi. It will invite more Beijing colleges, universities and enterprises to cooperate with Shanxi in constructing innovation platforms and pilot-scale experiment bases, jointly develop cultural tourism products and build Shanxi a "back garden" for Beijing residents to relax and recuperate, Lou said. 

Cai Qi, Party chief of Beijing, said that Beijing and Shanxi should further strengthen collaboration, achieve joint development and create a model of regional cooperation in the construction of a new development pattern. 

He suggested that the two sides advance the joint technological research and construction of innovation platforms, promote the open sharing of scientific and technological resources and guide more Beijing enterprises to invest in Shanxi. He added that both parties should promote green energy cooperation by accelerating the construction of the Shanxi-Beijing electricity transmission project and collaborate to advance the development of renewable energy. 

Beijing and Shanxi should continue the joint prevention, control and governance of air pollution, coordinate the construction of shelterbelts around the Beijing-Tianjin-Hebei region and supply water to the Yongding River through the Wanjiazhai Yellow River Diversion Project. The two areas should also jointly develop cultural brands and strengthen cultural and tourism cooperation, Cai added.
