The Shanxi Provincial Bureau of Promotion of Small Business Development will expand the development of innovation and entrepreneurship bases for small and micro-sized enterprises during the 14th Five-Year Plan period (2021-25), providing incubators for enterprises and individual startups in North China's Shanxi province.

Over the next five years, provincial-level innovation and innovation bases in the province will focus on the construction of Smart and Innovation City projects.

The bureau will support the development of innovation and entrepreneurship bases in provincial development zones and in poverty stricken counties. 

It will encourage public welfare organizations -- including government departments, public institutions and State-owned enterprises -- and enterprises with land to build the innovation and entrepreneurship bases.

These bases for small and micro-sized enterprises will each be divided into an incubation area, a growth area and a public service area.

They will support the whole process of an enterprise's growth in low-priced venues and provide shared facilities and public services -- offering individualized and first-class services to local companies, to increase their success rate.
