North China's Shanxi province recently rolled out 23 policies and measures to encourage more people to start their own businesses in towns, according to a circular published by the Shanxi provincial authorities.

The measures cover seven areas, including optimizing the business environment, reducing production and operation costs and helping alleviate financial pressures associated with entrepreneurship.

Regions above the county level in Shanxi will set up one-stop service platforms, to help people start up businesses in towns. Special administrative windows offering entrepreneurship services will be opened in the government service centers of towns and counties to offer advice to local startups on project promotions, policy implementations and social security.

The province will help qualified startups in towns by building, renting and purchasing apartments for them to solve their accommodation problems.

Those starting up businesses in towns will be given priority for land use, in terms of urban planning.

Shanxi will provide a subsidy of up to 5,000 yuan ($773.26) to each startup, towards the annual cost of management services. This will go to those that settle in startup demonstration bases, innovation and entrepreneurship parks, startup incubators, or those that rent factories in various parks for production.
