Jincheng city in southeastern Shanxi province in North China will continue to optimize its local business environment in the current year, according to development plans tabled during the third session of the 13th People's Congress of Shanxi province on Jan 13-18.

Under the plans, it will also deepen the reform of investment promotions institutions, further the reforms of its corporate investment project system and roll out policies to stimulate the vitality and creativity of its private enterprises.

Officials said that the city enjoys advantages in energy, education, health care, culture, the environment and precision manufacturing.

Based on these, Jincheng will support enterprises to hire staff, deepen reforms of scientific research and personnel systems in key areas -- and establish a science and technology commissioner system, targeting small and medium-sized enterprises to attract professionals to come and relocate in the city.

A series of communications events -- such as the Cross-Straits Yan Emperor Economic, Trade, Cultural and Tourism promotion series -- will be organized.

Officials said these will attract more entrepreneurs and talent, especially Jincheng-born merchants working outside the city, to invest and start business in the metropolis.

In addition, the city will encourage 2,251 village-level collectives to develop rural cultural tourism and health care industries -- as well as to promote the integrated development of the agriculture, forestry, cultural, tourism and health care sectors.
