Non-tax revenue collection e-platform introduced in Pingyao

Shanxi province's first electronic county-level government non-tax revenue collection platform was recently launched in Pingyao county. 

It is a measure by Pingyao financial departments to advance major budget management integration reforms after the electronization of treasury payments. 

As a pilot county for the electronic reform of non-tax revenue collection in Shanxi, Pingyao has opened a non-tax revenue online payment platform, a "Shanxi Financial Payment Service" public WeChat account, and mobile banking apps and online banking terminals of agent banks since July in an effort to pilot one-stop electronic collection services for five charging items in four financial departments, including realty centers and real estate service centers.

Xu Ji, deputy director of Pingyao finance bureau, said that without the electronic non-tax revenue collection platform, residents would have to visit relevant departments and banks at least two times to handle non-tax revenue payments after receiving payment notifications.

Payers are no longer restricted by time and location, and can complete the payment in just a few minutes. They can also check electronic bills of non-tax revenue, charging items, and charging standards online. 

"The platform has eliminated the hassle of running back and forth between different departments, reduced handling time, and improved efficiency. It took me less than a week to receive a real estate certificate, much less than the one month to several months it took before," said a resident surnamed Yan. 

Next, Pingyao finance bureau will further improve fee collection items, including all administrative fees and fines, within the scope of the electronic reform of non-tax revenue collection, and improve the timely refund business when encountering payment errors, according to Xu.
