The Information Office of the Shanxi Provincial Government held a press conference on Nov 16 to interpret the plan for Shanxi's business environment development in the 14th Five-Year Plan period (2021-25).

This is the first five-year plan for the development of the business environment at the provincial level in Shanxi. It specifies goals for planning background, overall requirements, key tasks, system support, and safeguard measures.

For overall requirements, goals for 2021, 2023, and 2025 are clarified.

In terms of key tasks, the plan focuses on major reforms and measures related to the development of market entities, the procedural streamlining of online administration services, a first-class service system, and the comprehensive improvement of government services. 

The plan proposes that Shanxi should build six major systems of approval, new regulations, government services, sharing, policy guarantees and government-enterprise communication in terms of system support.

In recent years, Shanxi has continuously worked to improve its system, formulated policies, and adopted measures to accelerate the creation of a first-class business environment.

In the first three quarters of this year, 379,700 new market entities were established in Shanxi, with an average of nearly 2,000 registered daily. 

As of the end of October, Shanxi had a total of 3.08 million market entities, with an average monthly net increase of 24,100.
