Pingyao county government negotiated with Shanxi Construction Investment Group and Shanxi Sixth Construction Group on advancing an infrastructure improvement project for the Ancient City of Pingyao on Nov 6, officials said.

The public-private partnership -- or PPP project -- with a total investment of 1.39 billion yuan ($198.94 million), will construct a 30.22-kilometer underground comprehensive utility tunnel covering local 121 streets.

The project will renovates all the power, communications, rainwater, sewage, gas and firefighting pipelines under the ground of the Ancient City of Pingyao.

It will take three years to finish, officials said. Once complete, the project will lay a solid foundation for local heritage protection, a better living environment for residents, tourism quality improvements and sustainable development.

Government officials discussed with the two companies the progress of the project, existing problems, near-term schedules and specific requirements.

Wu Xiaohua, Party chief of Pingyao county, urged the construction company to improve risk prevention awareness.

He also said it was important to attach great importance to the safety of cultural relics, provide a residents-oriented service during the building work and establish a mechanism to regularly report progress on the project. Wu said, for its part, the Pingyao government would fully support the project.

The two companies said that they will coordinate their relationship between cultural relics protection and project construction based on respecting history and cultural relics. They said they would try to develop the project into a high-quality endeavor that helped showcase the image of Pingyao.

Early this June, the two companies won the bidding for the project after establishing a consortium. Preparatory work for surveys, designs, construction and monitoring cultural relics has been completed and construction of the North Street section has begun. The northeast area of the project is expected to be complete by the end of 2019.
