Pingyao's 12th Five-year Plan

During the 12th Five-year Plan period (2011-15), Pingyao county will center on scientific development and work hard on transformation of its economic development pattern.

Its will implement “Four Strategies” on regional arrangement, brand-orientation, leading-enterprise-motivation and open innovation. At the same time, Pingyao will strengthen “Construction in Five Aspects”: agricultural modernization, new industrial stylization, tourism internationalization, rural urbanization and the equalization of public services.

It will strive for “Doubling Six Numbers”, including GDP, fixed assets investment, county financial resources, per capita disposable income of urban residents, per capita net income of rural residents and tourism comprehensive income.

It will aim to develop Pingyao into a tourist center city of Shanxi merchant culture in a comprehensive way, thereafter building a brand-new Pingyao county.

Pingyao’s main targets by 2015 are as follows: Pingyao’s GDP will reach 15 billion yuan, added value of industries above a designated scale will reach 5 billion yuan, fixed assets investment will reach 13.4 billion yuan, financial revenues， 2 billion yuan, social retail goods revenue， 9.2 billion yuan, and per capita disposable income of urban and rural residents to be 33,000 yuan and 11,000 yuan, respectively.

The main anticipated and obligatory targets in 2012 are as follows: Pingyao’s GDP exceeds 10 billion yuan, an increase of roughly 18 percent; the added value of industries above a designated scale realizes a growth of over 17 percent, reaching 3.9 billion yuan while striving for 4.2 billion yuan.

Financial revenue reaches more than 1.3 billion yuan, with an increase of over 18 percent, including a 10-percent increase in general budget revenue to 460 million yuan.

Fixed assets investment rises by 32.5 percent to 6 billion yuan. The social retail goods grow by 26.5 percent to 4.3 billion yuan; per capita disposable income of urban residents increases by 12.5 percent reaching 20,178 yuan.

And per capita net income of rural residents grows by 10 percent to be 7,610 yuan.

In addition, the discharge of six pollutants, namely, SO2, COD, nitrogen oxides, ammonia nitrogen, smoke and dust reaches the control targets of Jinzhong city. The energy consumption per 10,000 yuan of GDP and water consumption per 10,000 yuan of value-added by industry steadily declines.

Besides, the rate of registered urban unemployment and natural population growth are managed below 4 percent and 6.5 percent, respectively.
