Shanxi province has recently implemented a series of measures aimed at enhancing elderly care services, focusing on improving urban and rural infrastructure, diversifying service offerings, and addressing rural service gaps to ensure that the elderly population in Shanxi enjoys a happy and fulfilling retirement.

To improve urban and rural elderly care infrastructure, Shanxi is prioritizing the enhancement of county-level services. Each county will establish at least one institution dedicated to caring for elderly people with disabilities. By the end of 2030, the province aims to have 400 regional elderly care centers. Additionally, by 2035, the province plans to expand facilities meeting required standards to 5,000, creating a comprehensive network of elderly care facilities across urban and rural areas.

To diversify elderly care services, Shanxi is fostering the development of professional, chain-operated, and branded community care organizations. By 2035, the province expects to be home to 20 community elderly care service chain brands. The province is also advancing smart elderly care information systems and promoting elderly education and volunteer services.

To address elderly care service gaps in rural areas, Shanxi is systematically advancing the elderly meal assistance program and encouraging market entities to develop new rural elderly care models, such as rural homestays and health tourism, to overcome rural development challenges.

Furthermore, Shanxi is strengthening its elderly care workforce by creating new positions for social workers in villages and communities. During the 15th Five-Year Plan period (2026-30), the province will recruit 1,000 university graduates annually to provide "steward-style" services for the elderly, ensuring the high-quality development of elderly care services.
