The Shanxi Department of Industry and Information Technology recently issued Shanxi province's development plan of the comprehensive utilization of industrial resources during the 14th Five-Year Plan period (2021-25).

The plan states that by 2025, the production intensity of industrial solid waste in key industries such as iron and steel, non-ferrous metals, and the chemical industry in the province will decrease, and the comprehensive utilization quantity and rate of bulk industrial solid waste will be reduced 57 percent to 200 metric tons.

The comprehensive utilization rate of solid waste such as smelting slag and desulfurization gypsum will reach 73 percent, and that of red mud and metal tailings will be increased.

Shanxi will encourage waste-producing enterprises to strengthen production process management, optimize solid waste treatment processes, improve the quality of solid waste resources, and reduce the difficulty of comprehensive utilization.

The province will accelerate the large-scale utilization of industrial solid waste in the extraction of valuable components, production of building materials, construction of municipal facilities, underground filling, ecological restoration, and soil treatment.

It will also focus on improving the high-value utilization of industrial solid waste in the production of fiber materials, glass-ceramics, ultra-fine fillers, solid waste-based high-performance concrete, prefabricated parts, and energy-saving building materials.

In addition, large-scale iron and steel and non-ferrous metal enterprises will be encouraged to cooperate with renewable resource processing enterprises in building integrated large-scale green processing and distribution centers for scrap iron and steel and scrap non-ferrous metals.
