He singled out the importance and determination to pursue President Xi's theories and proposals during his address.
Luo then outlined the province's objectives in his report, concentrating on the next five years and beyond. He emphasized the province’s economic development would be resource-based, with resource-based restructuring pushing forward the transition of its economy. He expressed his hopes that Shanxi will become a base for advanced manufacturing, advanced materials, equipment and renewable energy, as well as becoming a global base for the transformation of scientific discoveries into new products.
The province, he instructed, should develop a diversified system of high-end industries to boost its six major projects regarding strategic emerging industries, traditionally competitive industries, the energy sector, modern services and modern agriculture.
He concluded his remarks by stressing the importance of promoting Shanxi's culture and protecting the local environment.
